Don't put chrome rings in this engine. It will almost certainly be an oil burner if you do. They would take forever to seat. Plain cast iron rings are the best solution for our old girls.
What you say has some merit,some facts about chrome rings: Your engine came with chrome rings-the practice for manufacturers started around 1950 and continues to this day.Chrome rings are easier on cylinder walls under All situations(except chromed bores) and result in at least twice the interval between rebores.well designed chrome or moly rings have a short break in period and don't require special treatment.
I doubt that there has been an automotive engine having cast iron bores using exclusively unplated rings built for sale since 1953.
Most (chrome) and (moly) ring sets have a plain(unplated) second ring.
Chrome oil rings have a much better chance to control oil wipe down as well as a lowered tendency to plug with carbonized oil buildup after long use.
Many non-chrome ring sets use a cst iron one piece oil control ring while the chrome sets usually use a "built up set of 3 or more pieces using selected metals for special results.
Piston rings and their design and operation are not a simple chrome or no-chrome thing but rings from a reputable manufacturer will function well in the designated application.
I would NOT install non plated rings in a heavy duty engine.
In a rebuild recently of a very common engine(Perkins 3-152 in a Massey-Ferguson 135)where the owner furnished a Piston/sleeve/ring set made in europe where these engines abound.The set came with plain rings but are offered with plated also.We scrapped the plain rings and installed Hastings because the shortened life expected with plain rings was not acceptable.
