I am considering having a local pipe bender/welder fabricate these seats from the drawings and measurements I have. They look very similar to the 1948/55 brackets. They use a stovebolt (can't remember the exact name), a saddle and wing nut to mount.

I have started discussions with a local tube bender and rearend builder. I should have prices soon.
I have also started discussions with a upholstrey guy for seat foundations(high density foam.

I do have several thoughts for you guys. The first is to have the frames built and welded up complete. The figure out the best way to distribute them around. The second is to have the basics built up but leave the bases,arm rests and backs off for local welding. That way they would be cheaper and easier to ship/transport. If I remember correctly Richard has one set of original seats and I would appreciate any pictures and measurements he could contribute to help us all out. It's a great idea to make them and make them in shipable pieces ready to weld. But you must have a genuine set of seats to copy. Then use trial and error prototype until a perfect match is made and then draw up your pieces on cad. Keep track of every bend radius and length and angle you use while making the trial pieces. then you can shop it out for mass quantity prices using the drawings. If you want to go big, that is. Of course you could get someone to use a coordinate measuring machine to reverse engineer an actual set of seats and automatically have the drawings. But that takes connections. If you did go big I'm sure Carter and others would source from you. these seats and the TF seats are hens teeth rare, but of course I left out an important part. you need to get the springs made or find some that work in the aftermarket. There is at least one large seat maker out there who should have already done this. Glide Engineering. they make AD and TF truck seats, the spring assemblies would be darn close to the suburban 2nd and 3rd seat. Not a hard thing for them to modify there process for AD/TF Suburban sizes. Don't forget the Suburban front seats can be modified for Suburban 2nd seat use. They are much more plentiful and constructed in the same way except for the floor mounting. A little cutting/welding/thinking, you got a 2nd seat boys. A no. 18 seat stretcher and you got a 3rd seat!!! The floor mounting plates are one or two strokes of a punch press in mass qty. Small Qty, make them any way that works.
