If you are sure the surface is clean I'd look at the spray equipment to make sure the contaminates are not getting in that way.
You could also try a fish eye eliminator in your paint mix.
Shoot your first coat a little dry, I mean don't try to get full coverage with the first coat and leave the wet coat for the final coat.

Always-ALWAYS clean first. Any contaminant on the surface can be driven into the metal's pores by abrading, whether it's sandblasting or sanding. Once it's in the pores it can be difficult to get out. You've just learned a lesson you'll remember for a lifetime.

When you clean always use more than one cloth. Use a clean cloth to wipe the cleaner off while it's still wet. If whatever cleaner you use is allowed to dry on the surface all you've done is move the contaminant around. Don't be shy about using as many clean cloths as necessary to do the job right.

Also the natural oil from your hands will cause problems with paint. | | |
