There was originally a small metal tag with the VIN on it. Unfortunately, most are gone or damaged to the point they can't be read.

There is a difference in opinion as to whether the serial number on the data plate Bruce refers to or the engine number is the "VIN". For my money it's the number on the title which through '55 was normally the engine number. Your engine number should be on a raised boss by the distributor. I don't recall when the change was made from the front to the back so your engine number would be just in front of or just behind the distributor on the block (on my 38 it's just behind the dizzy). If I'm full of beans someone will point that out.

If the motor has been changed or paperwork lost the DMV or CHP will assign a new number and attach a new id plate. I was able to find a service that does DMV legwork for car lots and this person did my registration for a reasonable fee.

Apparently South Dakota used the serial number on the data plate if that's been your experience. I've been advised by Gene Schneider (sp?) over at the VCCA and others that most states, including my own, used the engine number through '55. I've certainly not registered pre '56 vehicles in every state so if they're all wrong so am I. At any rate those asking where their "VIN" is should get all of the info that applies. I was just trying to make sure the initial poster was aware that not all "VINs" were on a metal tag.
