Anyway, if its like I think it is there should be a plate under the springs that the U-bolts go through. Why can't you make a plate with a bolt welded to the back of it for one end of the shock to go on....and for the top weld a small bar across the chassis with a long bolt welded to it for the top end of the shock to go on. This is what I did on my 37 and it works nice and without a lot of money.
To answer your specific question I see no reason you could not weld to the axle housing. Most folks have to weld new spring perches on rear ends all the time without problems. I think you would be fine as long as you don't "burn through" the housing.

The weld will outlast all of us and will do no structural or metallurgical harm. Bust out the AWS 7018-Atomarc!
