Any special reason you need to take it off? You need as many of those crossmembers as possible for rigidity sake. People often torch them out or notch them without doing any other reinforcing and wonder why the frame twists and the truck handles like a wheelbarrow.

Usually anything rivotted is structural and not an attachment. Most dealers and aftermarket shops didn't rivot but rather bolted their stuff on, so I would say leave it if you can,
