Can anyone tell me what the true dimensions are on a 216 for the frost plug (water jacket plug) located at the front of the block below the waterpump?

Check out this free site of online chevy manuals maintained by Keith Hardy. Go to the 1929-54 Chevy Master Parts and Accessories Catalogue. On page 97 (engine section) look for cylinder block expansion plugs.

If I have misinterpreted your question. Keep looking around in the catalogue. You should find your answer.
