That's a 1 Ton Panel truck, with windows added. This is definitely too big for a burb. Burbs only came in half ton varieties, and this looks like a one ton to me.
It may have been used as a school bus. That could explain the windows and the color.

An ambulance would be white, red, red & white or Blue & white as was the practice back in the day.
