If I remember correctly, the vacuum portion of the fuel pump is hooked in series with the manifold and the device being powered. So you are right, the manifold line goes to the pump and the pump goes to the wipers etc. Hope this is right... Just make sure you hook them up to the proper side or you will have no vacuum at all.
