If you need the vin plate to get the vehicle registered, yes. If they don't required a vin inspection, you should be okay. Usually the DMV or highway patrol handles this.

I've never needed to show any tags on any of the truck I've got to get it licensed, heck, I've never even confirmed the titles match the tags on most of them. If you have the title, just go down and register it.
