I've pulled the cable and lubed it with white lithium grease, but doesn't seem to make any difference. Is the gauge at fault ? Do I need a new cable and housing? or is it the gear in the tranny. Other than that somebody else will have to give advice.

There's a trouble shooting guide in their Faqs section on this subject. Might give you some ideas. Also, you should have used graphite on the cable, instead of grease. Those cables require a dry lubricant to be accurate.

I don't think adding the graphite now will help any since the grease is already added.

Most likely there is a kink in the cable housing that kind of holds the core back a little until the speed increases. It's not usually a speedo problem.
IMOP, I don't think a different type of lube is going to help matters. You need to straighten out the cable and core.
Why don't you pull the cable completely out, Wash it thouroughly, inspect cable and core, and then relube and reinstall.
