guys just bought an arc welder from harbor freight ,it can be attached to a 115 or 230 volt plug . my problem is that it has

green and yellow wire ---------------ground
blue wire ---------------------------neutral
brown wire --------------------------hot
black wire---------------------------for 230v only

my cord that i am trying to attach has
white wire
green wire
black wire
i've tried different ways but can't get this thing to run . help i already returned one welder because i thought something was wrong .

for 115, if that's what yer cord is:
grn/ylo to green
blu to white
brown to black
black taped off
but it'd be better to use 230

Your power cord from the panel is 110 Volts,right!?? Blue would be white,green&yellow would be green and brown would be black for 110 volts.
*For 220 volts
Green and yellow = Green
Blue = equipment ground
Brown = 110 volt leg
black = 110 volt leg
