I noticed that the front springs are different - driver side has 7 leafs and the passenger side 8. Other than different ride quality what other problems will this cause? I have noticed that parts vendors all sell only pairs. Buy a brand new set of two so the car sits level. Springs should always be replaced in pairs.
I'm wondering if the frame is twisted and the idiot removed one leaf to get the vehicle to appear level.

It could easily be a case where one spring was damaged and they had a replacement made for just that one.
That doesn't really play with the claim of it being "restored", but we have seen a lot of sketchy work hidden under a "restoration" before.

P/N 599316, SRI #120-130. When you start adding or subtracting a leaf, you change the spring rate, load rate and maybe the arch. Buy a brand-new set. I would check the frame too.
