If they're like the AD bumpers that have 5 holes, the center one holds the splash apron to the bumper.

I have several GMC's, 1941-1946. All the front bumpers have four holes. The inside of the bumpers have a bracket in the center that holds a support bracket for the hand start crank. I have never seen any splash aprons on a GMC or Chev of that vintage.
Center hole is for hand crank guide and the factory accessory grille guard. Also the front bumper on a GMC is much heftier than the Chevy bumper, but bolts right on, was lucky to find this one.
