Yes. Represents the bracket for fuel tank and fuel tank straps. One hole each side should line up with rear cab mount and receives rear cab bolt, which maybe you saved.

Yes, I agree. This should be the mounts for the fuel tank. The hole at the top should be threaded and the bottom holes have a cage nut. Was this cut out of the floor? I haven't seen a large flat chunk with the brackets like that though, usually just the brackets that get spot/plug welded back into place. Either way, yes, they should be in the cab for the fuel tank behind the seat method.
