I agree. This should be the mounts for the fuel tank. The hole at the top should be threaded and the bottom holes have a cage nut. Was this cut out of the floor? I haven't seen a large flat chunk with the brackets like that though, usually just the brackets that get spot/plug welded back into place. Either way, yes, they should be in the cab for the fuel tank behind the seat method.
