The inner fenders were sand blasted and I then treated them with a product named Jasco Prep and Primer. I brushed it on them and let it dry. I usually scuff up the metal that has had the acid wash (phosphoric acid) before I apply filler. Once the filler is applied direct to the metal, I epoxy prime over the top of it. I haven't had any problems with this method.
