However, the auto-choke vacuum port just keeps sucking in outside air. Is it fine to just cap this off hard? Or is the carb relying on that extra air intake for something besides heating the spring? (Ie, do I need to slap a filter on it).

If the gauge doesn't move when the sender is heated up, you either have a bad capillary tube/bulb or a bad gauge. Either way, you need another gauge/sender assembly.
