When ( new) headlight switch is on tail lights work but headlights don't when on dim.... When on bright all 4 lights dim and bright come on. Should I change dimmer switch next ? By the way the gauge cluster light and dome light both quit working at same time as headlight issue was noticed correlation? Thanks guys.

Accidentally swapping the high beam lead and the lead from the switch could cause the symptoms you describe. The center terminal on the dimmer switch should connect to the light switch.
I suspect the new light switch is not wired properly. When you switch on the dome light by rotating the knob, it completes the circuit by connecting to ground. If the panel (gauge cluster) lights are connected to this terminal, they won't come on! They need to be connected to the terminal connected to the rheostat. My guess is that the wires for the dome light and the panel lights are swapped on the switch.
Do you a VOM? It helps for checking these things out.

What I found was the problem was road grime in the dimmer switch connecting wire. Clean up contacts and all worked great.
