Do you leave it on and clean and paint it or do you drill out the rivits and bolt it on later?

If you do not plan on reusing them, grind or cut off the rivet heads and remove them. If you decide to remove items that are going to be reinstalled after the frame is painted, I suggest reattaching with grade 8 hardware, to be on the safe side.
