Does the vacuum line attached to the unit under the carburetor go to the distributor? Most governor-equipped engines use a special distributor with manifold vacuum plumbed to a speed sensor that controls the throttle position.

Thank you for the manual page also. I will try and adjust it this weekend. Top speed is 40 MPH. I would like to see if I could squeeze another 5 mph out of it.

off the governor then re-install the governor back up
so it appeared that the unit still worked.
That's what was done to my son's 1946 2 ton.
