Hello all, after getting my truck running and driving after the tranny rebuild, I noticed my distributor is really close to the vacuum advance and I cannot rotate it counter clockwise
I plan to remove it tomorrow and re orient
Also vacuum advance is not moving when reving the truck

Time to trace out your vacuum lines to make sure you are getting vacuum to the advance. If so, it's time for a new Vacuum Advance.

Agree with Justhorsenround. Especially check the carb insulator and base gasket to make sure you haven't covered the vacuum hole.

As you suspected the distributor is not clocked right.

I dealt with this recently too. Bring the engine to the timing ball and pointer alignment for number 1 cylinder. Loosen the bracket holding the distributor in place and carefully pull it up until the gears disengage. turn the distributor clockwise until you can re engage the distributor drive gear. Slide it back in and bump the engine with the starter until the distributor seats in the oil pump. Then re time the engine.

There is absolutely no need to pull the distributor on this engine to gain enough range of movement to properly time it without running into something.
Simply pull the spark plug wires off of the distributor cap and relocate them one distributor tower off of where they currently are. Then you can put the ball on the needle, twist the distributor until the rotor is lined up to the #1 wire. You will then have all kinds of room to advance or retard the timing.

Remove vacuum line from carburetor and apply vacuum to the pipe with a Mighty Vac to see if it holds vacuum.
You can use your mouth to draw vacuum and then plug the end with your tongue.
It should hold vacuum on your tongue until you are sure it is holding or until you hear someone coming to see why you are sucking on your truck.
If it holds vacuum, push/pull the flat metal actuator which goes into the vacuum advance to make sure it is free or bound up.

The vac advance will not move . The distributor will move.

In your pic the grease cup is hitting your vac advance preventing the distributor from moving.

DADS50 has got it. No need to remove the Dizzy. Just loosen the clamp screw on the vacuum advance. Pull the cap and locate the wire that the rotor is pointing at.Could be any where. Follow that wire to the plug so you know what place you are in the firing order(if that is confusing, just turn the engine by hand until your rotor points to #1 plug wire. Rotate the dizzy until the grease cup points to the back. Re-tighten the clamp screw. Now the rotor points to the location of the "new #1 location. Pull the wires out of the cap. Put the cap on and reinstall the wires starting at the "new" #1 location. Check the timing. Start and see if the vacuum advance will move now that it can. It moves? Good. It does not? Check for leaking.
