I've seen it installed and just pinched as you mention but I also see the welting "coming out" over time. Seems to me if you put the welting in on top, of or under the gasket, it would defeat the purpose as it would leave a small gap between fender and bed. That said, it may depend on just how much of a lip you have on the welting to go between the two pieces of metal. I only use one or the other but not both.
If you use the felt the #30 roofing felt works nice on most jobs. | | |
