Headlights go off almost immediately after their turned on. I also hear a click noise when it happens

You have a short which is tripping the circuit breaker in the light switch. After a few seconds, the breaker will reset itself and flash the lights momentarily if you leave the switch turned on. Check the dimmer switch- - - -it's been a chronic source of short circuits for the 50-something years I've been doing electrical work.

When the high beams are on lights work when they're off lights click off so is this a good indication that I need to replace the high beam switch

Also check for a shorted wire between the dimmer switch and the high beam wiring to the lights.

remove the headlights then try the switch. If it still trips,,you have a wiring issue

Can't you just reverse the wiring on the dimmer terminals and see if the low beam stays on and hi goes off? or continuity test or test light test.
