my 41 PU has two trumpet horns, one larger than other, but I can't seem to get both working together, both sound when alone.

Do your horns have a common relay? Is it working?

Have you tested for voltage at the horns with someone pushing the button?

Do you have clean grounds at the horns?

This what they look like? If so, as noted above they work in unison using a relay.

I have a pair of dual horns also that I will be hooking up to a relay. The horns are supposed sound at the same time right? or do they sound one right after the other?

as stated above, they should sound at the same time, sounds like they are not getting enough current to sound them both. Could be a bad ground or faulty/weak relay.

Your relay will have three tabs. The relay mounts to the center part of the trumpet horn bracket in the orientation shown in the above picture. Your hot wire comes directly from the battery post on the starter to the center tab. The passenger side tab connects to the hot wires for both horns. The driver's side tab connects to the horn button. If necessary I'll take a picture of mine & post it.
