Could be a bad ground or faulty/weak relay.

The relay mounts to the center part of the trumpet horn bracket in the orientation shown in the above picture. Your hot wire comes directly from the battery post on the starter to the center tab. The passenger side tab connects to the hot wires for both horns. The driver's side tab connects to the horn button. If necessary I'll take a picture of mine & post it.
