I recently rebuilt my leaf springs. Put new bushings in them and got them powder coated. Now I am not able to get the bolt thru the front rear spring mount. Is it possible the heat caused the brass bushing to shrink?

I guess anything is possible but first check for ANY powder coating that may have gotten where it shouldn't be. That stuff is tough, and depending on application can be dang tough to get off.
Heat should have expanded the brushing as I normally put them in the freezer to make them shrink before installing them.

I cannot imagine that 400 degrees would have done anything permanent to your bushings.
I have always had trouble getting those new bolts to go into those new bushings. I just put the half inch drive impact air wrench on it and drive it home and hope for the best. Never had any issues on three trucks. I suppose you could hone them to tight slip fit.
