What truck & year model do you have? If you post a new topic in the paint & body forum (this one) there are plenty of folks that will lend some outstanding advice. Here, in this thread, your question & picture might not get seen.
Either way, whatever your picture shows, you can patch it. It might be an entire firewall-size patch, or maybe not- taking the whole thing down to bare metal is the best way to find out.
