I have recently bought a small 4 1/2" angle grinder, cheap but effective. Now I want to use it for cutting so I bought some thin cutting wheels. My original arbor does not clamp the thinner discs because the inside collar bottoms first. Do they sell different depths of arbors for this ?

Mine has a washer that is stepped toward the center to a greater thickness to use to hold a thinner disc or cutting wheel.
I would think it should have come with one.
Check with the manufacturer and see if they sell one for use with the grinder you got.

The inside collar should slide off and turn around. At least mine does.

Don't forget a face shield and some gloves!

My inside collar doesn't work that way because the bottom side mates with two flat sides. However, I have found different thicknesses of upper collars.

Those electric angle grinders are a great tool but they don't do everything. They are clumsy as heck when it comes to cutting. If you want a nice tool to cut sheetmetal get yourself an air "die grinder" with a cut off disc, not that is a great tool for precision cutting.
