I have no reason to believe the interior was ever repainted after original. The out side was sprayed a real rough red because it was used as a small town fire truck, but the interior was never touched. The tank had a light dusting of the interior color as though it had already been installed at the time it went thru the paint shop. There was even Mariner Blue over spray on the upper part of the outer filler neck. I'm guessing that the grommet was installed some where down the line and the over spray blew thru the opening.

As I recall, the hold-on straps were not painted (but I am not sure about that).

This was my grandfather's truck so I believe it to be fairly original. It was originally a Bell Telephone truck and when I pulled the tank I found a scheduling book with the jobs they were scheduled to do that day laying in there so I presume the tank was never removed.

So the tank is the light blue same as the interior on the two tone blue interior. Behind the tank is not painted, and the underside of the tank straps are painted. When they were pulled down to hold the tank, the exposed part of the straps are unpainted. Here is a twist though, a green fill spout on a blue pickup with the original tank. You can't see the green paint from the outside because the factory masked the end of the spout.
