There is a pad on at least one side of the blocks on a 47-55 Suburban.

At least on this Panel Truck, they applied two rubber pads on each of the four wood blocks. One rubber pad on top of the wood block. One rubber pad on bottom of the wood block. Body mounts 1, 2 and 5 have one single rubber pad. As far as cushioning the body more. You would attain that through the suspension system. I believe the rubber pads are for anti-squeak. Non metal to metal contact. Just try going over railroad tracks without the body mounts having rubber pads. Squeeeeeeakk bang bang!
