How long can the piece sit before it has to be scuffed and the urethane primer added. Or does it ever need to be scuffed?

I'd recommend triming out the parts before assembly. As for the primer, I have lightly used an etching pad over the primer before applying the filling primer. It will give you the basics for primers and paints....well worth your while to read and copy and save for future reference. This is something he is well informed in and works with on a daily basis. I just hit it with a metal wash before I primed it and it stuck really well. If you are storing stuff outdoors or in a wet location prime it right away.
