In reading the post here I believe there is a small error in the post from Steve H. Resistors fail to an open condition, not shorted. So with key on (not in the start position), "0" volts will be the reading on the coil side of the ballast if it has failed.
My opinion: I consider Hotrod Lincoln a living textbook on how old cars work.
