Yes, as long as the old U-bolts are in good condition, they can be re-used.

The word "replace" is not used in this Manual. The word "new" is used in this section for replacement with "new" other parts.

Perhaps the word "replace" means to replace the part that was taken off? What manual used the word "replace"?

48-51/52 front spring installation - basically, the same procedure as used for rear springs

"Replace" simply means to put the U-bolts into the assembly, and makes no difference whether you are using good condition previously-used U-bolts, or new ones.
