Well the fact that BB comes in a spray can is the first one.... that's a pretty good start right there. Drops it into the DP, Rustoleum, Krylon, end of the quality scale.
So it's the best of the least desirable and as such it gets it's props as "best" or "better".
Being great for touch up is just another way of saying
"It chips, flakes or fades and this covers it up"
Marketing leads the masses to their bliss.
Yeah it's my opinion, but I'm not alone in it and I'm not even a professional shop.
I shot some activated rustoleum on a freight cart resto and it looked great too. Still does, but ten years hasn't passed yet.
I don't mind what anyone chooses, I just want any novice who is looking here to learn something, to be aware there is more to consider than cheap tractor paint...
And BB is tractor paint...
