Most units don't need the vacuum to hold it in a range. There is no neutral.
On a double reduction the slide shaft has detents that holds the gear in one position or the other, the vacuum is required to pull the gear over the detents from one position to the other.
Imagine if you had a vacuum leak or broke a hose while you were driving.
