It sounds like either a broken wire between the sending unit & the gas gauge or a bad ground. Your sending unit is a 30 ohm unit which will read 30 ohms +/- when full. The default position with no reading from the sending unit is full. If your's is showing 18 ohms, the sending unit is probably good. It's just not getting the signal to the gauge.
