Does it move when you are stopped or when you are moving? These old sending units show a change in level instantly. As the gas sloshes around in the tank the gauge shows it by moving up & down in real time. Chevy tried to minimize the sloshing & gauge movement by chambering the gas tank. If the gauge moves up & down as you drive & the tank isn't full it's probably normal. If it moves when the truck is still you need to look elsewhere, most likely a ground issue.
