Shackles are not really going to contribute to your issues. Is the chassis on your truck stock? I know there was a stabilizer bar on the rear that may have some worn bushings. Also what condition are your kingpins?
The shackles may be worn and need replaced, but I don't think they could be causing the issues you describe.
