On the carb, It probably does need attention. Take it off and take the top off and have a look see. See if the accelerator pump moves. Is it full of crud?
It will probably be a Rochester, but it might be an aftermarket Carter. Get the tech info and research how it comes apart and how it goes back together. Take your time with it. Get a good kit. Clean it carefully and study it. Don't force anything. Carb cleaner, water and compressed air are your friends. Oh, did I mention the camera? Take pictures and post here.
Carbs are not usually difficult, just fussy.
