Is the leakage at the fuel line, or at the fuel filter "bolt"? Some carbs use a copper washer under the bolt to prevent leaks. Available at most parts places. If its a metal fuel line, check the flange @ the line to make sure its not deformed. Make sure the sealing surface in the carb isn't deformed. Metal lines can leak at the threads. Get some gas resistant thread tape and put a wrap or two on the line's threads before screwing it back together.

As far as the in-carb filter, I pitch them and use a good inline filter.
