If all the cyl are that low and its been sitting that long its a good possibilty the rings are stuck. Somthing you may try is ( if your comp guage has a quick connect you can hook to your air compressor), put air in the cyl and listen to where the air is coming from. If you blow alot of air out the crankcase vent i would say rings.
