free floating and is driven by a magnet which is driven by a solid connection to the cable.
The magnet is also directly connected thru gears to the odometer.
Or as Bill mentioned it could be the drive tabs are broken.
If the needle is giving you a reading then the cable is good and is driving the main shaft
of the head.
