caso, this seems to be the problem on a LOT of the kits. I had the same problem with one on an AD truck. Your best bet now is to weld up the hole and redrill it or go to Ace Hardware and buy a bushing that will fit in the hole and your stem fit in it to.
Hindsight is always good and the next time I'll just file off the peened side and drill through the original stem thats pressed in.......
OR you can take your old one to a machine shop and let them cut you the STEM part of the kit but increase the size of the stem going into the regulator.....am I making sense. I had mine done that way and it works good.
