Carburetor orientation depends on manifold design. Check with the manufacturer of your intake manifold.

Spacers are used for a variety of reasons: cooler fuel, clearance issues, greater plenum volume. Taller spacers tend to move the horsepower and torque curves "to the right"; that is WOT horsepower may be greater, idle quality and low-end torque may suffer.
