I am pretty sure it goes with the lever up too. I just looked at a old Chevrolet book and it
shows the glass bowl pointing up...who knows!
It wouldn't hurt to fill a small bucket with water and submerge the pump. While it is underwater, pump the lever and it should shoot a very good stream...out of the discharge hole. Good luck.
