I did a search and some folks say bowl down, and some say up! The pumps I remember went with the glass bowl down, this is where the gunk always collected.
Under the gasket that was mashed between the housing and bowl was a fine mesh screen...and this went up!
I thought the gasket mimicked the the shape of the pump housing AND a cast raised piece on the block.
The pump will only function with the lever in contact with the cam lobe, and this means it will only fit the RIGHT way.
You can feel the cam lobe with your finger and it will be up..or it will be down, and the lever will fit accordingly.
While the pump is out, and you give it a squeeze, it will reveal itself to you! It sucks on one side and pushes on the other.
I would think the last thing on my list would be any thought it was defective...it does happen, but not as often as the other snafu's.
