Sounds to me like the timing is real slow or the fuel system is pluged up somewhere. Loosen the dist & advance the spark quite a bit & see what happens. If that doesn't do it I would start chasing down the fuel system. Don.t be concerned about vacuum advance at this point. It is for economy purposes & has little to do with driveability.
