Yes Dampers have rubber that can be deterioraed and there are shops that rebuild them I'm sure somone here can give You a name .
For 40.00 bucks You can get alot of parts off it carb, vent tube, damper, ETC.......
Put the block and head on Bolt somone is always looking for "PARTS" Give away free for the cost of shipping
