Sometimes when I redo a brake system, I adjust all of the brakes up tight which means BOTH shoes per wheel. Then I bleed them until the air is gone. It will give you a better idea of how much air is still in the system when you know the brakes are already to their limits. Sometimes you'll need to adjust your master to pedal linkage too,
